After the controversy surrounding the NYPD last year, they are coming back with new stop-and-frisk policies to try and mitigate criticism.

The problem is, many of these policies are vague and actually do very little in practice.

Civil rights proponents are criticizing the policies for making no real effective change, and only being implemented to save face.
