The Czar used the Cossacks as "policy enforcers" and a lot of Russian-Jewish families do not have happy ancestral memories of them.

"If I face a tough situation, I simply let my horse loose on that person," says a modern day member of the tribe.

Putin has brought them back into the official fold and given them law and order authority in certain areas.

Ethnic minorities are not happy about the new arrangement: "They come to our houses and beat people up."

The Kremlin's comment: "We're shocked. Just shocked. Cossacks mistreating people? Who could have possibly predicted such a thing?"
