How many billions are spent equipping and arming SWAT teams around the country every year?

And what are they for again?

I know they're good at breaking down the doors (some times the wrong doors) of people accused of minor crimes.

But aren't they supposed to be super-trained special ops gunslingers ready to jump into to situations beyond the skill set of regular police?

Apparently not. A well armed, presumably well trained team of SWAT style operatives were in full gear just fifteen minutes away from the Navy Yard shooting, their help was requested, and their commander told them to "stay away."
