Mind boggling. That's the only way to describe it.

The world's best funded spy agency, the NSA:

1) had no system in place to monitor what it's employees and contractors were doing
2) has no way to track what Snowden actually took in the way of data

In short, they know NOTHING.

The Government Accounting Office does not audit the NSA. No one has any idea how the NSA spends the money they get. In fact, even the amount of their budget is black.

"Domestic spying has contributed NOTHING to dealing with terrorism. It's done absolutely zero."

So what is the function of the NSA? Apparently twofold:

1) To trash the Constitution
2) to steal an indeterminate amount of money from the US tax payer through fraud and gross incompetence

Those appear to be the only things their domestic surveillance program is doing.
