It was a law enforcement sweep directed by the federal government that claimed it was looking for terrorists - in Tennessee.
It didn't find any (what a surprise), but they did issue over 1,000 traffic citations.
Anyone watching this clip casually without paying attention could come to the very false conclusion that America is overrun with terrorists - the very purpose of this shoddy reporting.
