In East Germany, there were no spies to spy on...so the government security apparatus, one of the biggest ever created in history, spent billions spying on its own citizens instead.
In the US, there are no terrorists to speak of (unless organized and supplied by the FBI) so...fill in the blank.
In East Germany, 2 of out of every 100 East German adults were employed to spy on their fellow citizens.
